Your views on our Strategic Environmental Assessment


Strategic Environmental Assessment (or SEA) is a way of considering the environment when preparing public plans, programmes and strategies. It identifies potential significant environmental effects and, where necessary, describes how these effects can be avoided or reduced

Through consultation, SEA also provides an opportunity for the public to express their views on proposed policies and their potential environmental impacts.

Key findings of the SEA suggests: 

Positive Effects

•    Human Health & Accessibility: Improved active travel and public transport options expected to enhance health and reduce inequalities.

•    Air Quality & Climate: Decarbonisation and modal shift expected to reduce emissions.

•    Material Assets: Better use of existing infrastructure and assets.

•    Productivity & Innovation: Improved connectivity supports economic growth.

Uncertain or Minor Negative Effects

•    Biodiversity & Soil: Potential impacts from infrastructure development; mitigation needed.

•    Water & Flood Risk: Uncertain impacts; green infrastructure recommended.

•    Landscape & Cultural Heritage: Mostly negligible, but visual impacts from new infrastructure should be considered.
