Proposed Local Development Plan 3

What is the Local Development Plan?

The Local Development Plan is about planning for the future of East Renfrewshire. Looking ahead to 2037, it will help shape where new homes are built, where jobs and investment go, and how we plan for the schools, healthcare, transport, green spaces and other facilities communities need. It will also help us respond to climate change, support nature and protect what makes East Renfrewshire special. The choices we make now will help shape our communities for years to come, affecting everyone who lives, works, learns or spends time in East Renfrewshire.

Our priorities

1. Infrastructure first: growing communities together

When communities grow, the things they need should be provided at the same time. This means planning ahead for schools, healthcare, community facilities, new employment, transport, walking, wheeling and cycling, parks, green spaces, water and drainage. Growth should not happen without the services and facilities communities need. New homes must be built in stages so that services and facilities can keep pace with growth. For larger proposed developments, we have prepared plans for what is needed and when it should be provided.

2. Homes for everyone

To meet the housing needs in our area, the Scottish Government requires us to plan for at least 3,100 new homes by 2037. We want these homes to include a good mix of types and sizes, including more 1, 2 and 3 bedroom homes, so that people can find homes that suit their needs at different stages of their lives. We are also proposing that 30% of new homes are affordable homes. Affordable homes are good quality homes that are affordable to people on low incomes. New homes should be in the right places, with access to schools, healthcare, transport, green spaces and everyday services, helping create welcoming, well-connected communities.

3. Jobs and investment: supporting our local communities

We want East Renfrewshire to be a place where businesses can grow, people can find job opportunities and our town and neighbourhood centres can thrive. Supporting local businesses, jobs and investment can create stronger communities and more opportunities for young people, while helping people work, shop, meet and access services closer to home.

4. Healthy, active and connected communities

We want healthy, welcoming places where people of all ages can move around safely and enjoy a good quality of life. This means good access to schools, shops, services, parks and green spaces, with opportunities to walk, wheel and cycle. As places grow, transport improvements will be planned alongside development. Better walking, wheeling and cycling connections and enhanced potential for public transport improvements can give people more choice in how they travel, help people be active and make it easier for people to move around safely.

5. Climate and nature: greener places for everyone

We want East Renfrewshire to be a greener, healthier place where nature can thrive and everyone can enjoy good quality green spaces. As places grow, we will protect parks, open spaces and trees and help wildlife and nature thrive across our places and support new planting. New development should also help us prepare for a changing climate, including heavier rainfall and warmer weather. Bringing nature, green spaces and climatefriendly design together can create healthy places that are better prepared for children, families and future generations. Together, these priorities are about creating greener, healthier and better connected communities, with the homes, jobs, services and infrastructure people need.
