
We have carried out an Equality, Fairness and Rights Impact Assessment (EFRIA) to understand how the Local Transport Strategy may affect:
- people with protected characteristics
- people experiencing socio‑economic disadvantage
- children and young people
- wider community equality, safety and accessibility
- rights under the UN Convention on the Rights of the Child (UNCRC)
What we found:
1. Transport affects people differently. Some groups find it harder to travel because of cost, limited transport choices, disability, safety concerns, access to facilities, or where they live.
2. The Strategy is expected to have many positive impacts - for example, improving access to public transport, creating safer walking routes, and reducing pollution.
3. There may also be challenges, especially for people who rely heavily on cars, such as disabled people, carers, rural residents and low-income households. Conversely, disabled adults are more likely to use the bus than non-disabled adults, less likely to drive and more likely to be a car-passenger.
4. Children’s rights are especially important, and the Strategy can improve safety, independence and wellbeing.
We want to ensure the Strategy delivers fair, inclusive and accessible transport for everyone. Your views can help us strengthen the EFRIA, identify any gaps, and ensure future policy decisions support equality and human rights.
